Notice of Public Input and Technical Hearings
2024 TAP-R Reconciliation Proceeding
Philadelphia Water, Sewer and Storm Water Rate Board
The Philadelphia Water, Sewer and Storm Water Rate Board (Rate Board) will hold a public input hearing in the 2024 Tiered Assistance Program Rate Rider (TAP-R) Reconciliation Proceeding on Friday, May 10, 2024 at 10:00 am, immediately followed by a technical hearing. If needed, the hearings will reconvene on Monday, May 13 at 10:00 am. All hearings are open to the public and will be conducted remotely via Zoom (internet or phone).
The Rate Board holds annual reconciliation proceedings to adjust the rider included in water and sewer rates to support the Tiered Assistance Program (TAP) for lower-income Philadelphia Water Department (PWD) customers. PWD filed Formal Notice on April 1, 2024, proposing to raise TAP-R rates beginning September 1, 2024. The TAP-R increase would raise typical residential bills by about 5.9% or $4.43 per month above the level previously established by the Rate Board to take effect September 1. The proposed increase is based in significant part on projected increased enrollment in TAP, giving more low-income customers access to lower water bills.

You may also email written comments by May 14, including your name and address. Please note: the subject of this hearing is the proposed TAP-R rates only, not the other parts of your bill.
At the technical hearing, registered participants in the proceeding may question participants' witnesses who have already submitted technical testimony. Other members of the public may observe but not participate.
